Relook recruitment policy in CBI: Par committee

A parliamentary committee has taken a strong note of poor career growth avenues for the CBI cadre officers in the investigating agency, recommending the Ministry of Department of Personnel and Training to reconsider the policy of taking officers on deputation basis.
"The committee takes note of the evasive reply furnished by the Ministry. The committee had recommended that the policy of not opting for direct recruitment in the ranks of Constable and Deputy SP should be relooked. However, the Ministry has not touched upon this aspect in its reply," action taken report by Standing committee on Personnel, Public Grievances, Law and Justice said.
It said committee took "strong exception" to such "evasiveness" and directed the Ministry to furnish a "cogent reply" in its action taken note.
"The Committee is of the opinion that the presence of cadre officers in higher ranks is essential to render effective supervision of the lower ranks since they are more familier with and have better experience and exposure to the procedures and the protocol involved in successful prosecution and investigation, as compared to the deputationists," it said.
The Committee said postings of the CBI cadre officers in senior ranks would serve as a motivating factor for them.
"The Committee desires that the Ministry should re-consider the high percentage prescribed as quota for deputation, especially from the level of DIG and above," it said in the report.
It took note of different eligibility criteria existing for promotion of cadre officers and deputationists in CBI and said that it is not a "desirable" situation.
The Committee expressed apprehension that such discrepancies could lower the morale of cadre officers and recommended that recruitment rules should be modified to avoid such anomaly.
