According to PI Ashok Salve of the Thane Unit of the ACB, the arrests were made last night.
Kishore Janardan Shinde, a clerk with the State Secretariat had demanded Rs 40,000 from the shop owner to dispose of a complaint received against him and others.
Both the accused and the complainant then reached on an agreement of Rs 30,000 bribe.
However, the aggrieved fair price shop owner later lodged a complaint with the ACB, which laid a trap at the Deepak Hotel here and nabbed the clerk and another person identified as Sunil Bansode, accepting the money.
Apart from Shinde, two others who were arrested are agents and were involved in demanding the bribe, the ACB officer said.
An offence under sections 7,12,13(1)(d) and 13(2) of the Prevention of Corruption Act 1988 has been registered against them, he added.
