Acting on a tip-off, raids were conducted at three hotels here last night, a police official said.
The accused have been booked under the Immoral Traffic (Prevention) Act, the official said.
Ten people, including three women, were arrested from the first hotel and eight persons, including three women from the second, he said.
During raids at the third hotel, three persons, including a woman, were arrested, he added.
