Shanmugam will co-chair with External Affairs Minister S M Krishna the 2nd India-Singapore Joint Ministerial Committee Meeting on Bilateral Cooperation tomorrow.
During his stay in New Delhi, he will call on Prime Minister Manmohan Singh and Lok Sabha Speaker Meira Kumar.
He will also meet Minister of Minority Affairs Salman Khurshid and Delhi Chief Minister Sheila Dikshit.
Shanmugam would travel to Assam and Gujarat, where he would meet chief ministers Tarun Gogoi and Narendra Modi and obtain first-hand insights into the priorities, opportunities and challenges in these states.
This would be Shanmugam's first visit to India since he assumed the post.
The ethnic Indians constitute about 9.2 per cent of the total population of 5.1 million, including permanent residents. Tamil is one of the four official languages of Singapore.
