It has come to notice recently that 700 works were executed by the district authorities in eight states without even the recommendation of the Member of Parliament, she told the young IAS officers.

Interacting with IAS probationers of the 2011 Batch, Kumar said Parliamentarians should be kept informed of all programmes and policies undertaken by the administrators for the welfare of the people.

The Speaker lamented the fact that despite clear guidelines that a work must be sanctioned within 45 days of the recommendation, in many cases, it had taken upto one year.

Kumar stressed that the MPLADS scheme was very dear to parliamentarians and is funded by Government of India for execution of small works of local significance.

She hoped that as highly motivated officers, the Probationers would be able to ensure strict implementation of this important scheme.

The Speaker also asked the Probationers to display exemplary sensitivity and to ruthlessly implement the laws to safeguard the interests of SCs and STs as long as the scourge of untouchability survives.

As many as 158 IAS Probationers and two Probationers of the Royal Bhutan Civil Service are attending an Appreciation Course in Parliamentary Practice and Procedures organised by the Bureau of Parliamentary Studies and Training of the Lok Sabha Secretariat. PTI SKU
