Study to assess time spent by teachers in non-teaching work

The HRD Ministry has decided to undertake a study to assess time spent by teachers in non-teaching activities and its adverse impact on education.
The study will be carried out by the National University of Educational Planning and Administration (NUEPA), Minister of State for HRD Upendra Kushwaha said in a written reply to Lok Sabha.
He said that as per the Right of Children to Free and Compulsory Education (RTE) Act, no teacher shall be deployed for any non-educational purpose other than decennial census, disaster relief duties or duties related to elections to the local authority or state legislatures or Parliament.

In a written reply to another question, the ministry said a Review Committee constituted last year has recommended a national entrance test for admission to teacher education programmes.
"The Review Committee has recommended that the National Council for Teacher Education (NCTE) may conduct a national examination for admission to teacher education programmes with a provision for stipend for meritorious students," HRD Minister Prakash Javadekar said in his written reply.
The report of the committee, which was headed by Prof. M A Siddiqui, is under examination, he said.
