Businessman Anders Wiklof was handed out the speeding ticket for going about 77 kilometres per hour in a 50 kilometres per hour zone while driving in Finland's islands of Aland.
In Sweden, the 67-year-old would have faced a USD 615 penalty for speeding.
However, fines in Finland are issued based on the driver's wealth - and with Wiklof having so much cash, he was hit with a much heftier fee, 'New York Daily News' reported.
"I'd rather put that money on the elderly, health, day care or whatever," he told Swedish language newspaper 'Alandstidningen'.
"I have only myself to blame, but one can question whether it is fair. There should be a ceiling, it'd be more fair. Where to put it I do not know, but as it is now, it's unreasonable," he said.
Wiklof is one of the most influential and rich people in Aland, a Swedish-speaking region of Finland, and has made his fortune as the owner of a holding company.
