Sources in the Department of Personnel said these states delayed clearance of IAS, IPS or even Indian Forest Services officials by several months despite a government circular that the formalities need to be completed in one month.
Sources said some of the state government had a practice of either deliberately not forwarding the option of the individual officer to be on the "offer list" for central deputation and not relieving the officer promptly once he or she is appointed to a post in the central government.
This brings the field experience of the officers to the national level and also gives the officers the opportunity to work in programmes at the national level.
