"We had to fire five tear gas shells and use water cannon to disperse about 3,000 people as they climbed the HEC gate," Superintendent of Police Anup Birtheray said.
There was no injury during the incident, he said, adding the situation was under control.
BJP spokesman Pradip Sinha said former External Affairs minister Yashwant Sinha, former Chief Minister Arjun Munda, ex-deputy Chief Minister Raghuvar Das, MP and BJP's state unit president Ravindra Rai and scores of other party activists were demonstrating when the police used the tear gas shells.
The demonstration was held at Birsa Chowk, a km away from the state Assembly, where the Monsoon Session is underway.
