The incident took place in Mehrauli on Christmas day and the victim is a 19-year-old boy.
The boy was arrested on December 24 following complaints of a woman who alleged he and his two friends were passing comments at her and her friend. His two friends had fled from the scene, police said.
After being freed on bail, he went home and told his family that he had not done anything wrong and it was his friends who passed the comments, according to police.
He was depressed over the incident and December on 25, he allegedly committed suicide.
