to India in January last year after completing his training in various countries, but in October last year the university had issued a notification scrapping the 'special chance' to appear for the examination. "He couldn't take up the exam or attend the classes for the reason he was not permitted to take any other assignment during his training period, whether he was in Delhi or outside ..." the plea said. The petition has challenged the notification saying, "The respondent (university) issued this arbitrary notification without citing any reasonable circumstances in which it had to scrap away the aforesaid provision and put the career of most genuine students also at cross road". "Scrapping away of provision of special chance has serious bearing on students who had genuine reason for not completing the course in stipulated time frame" the petition said. "If this special chance is not given to students with justifiable and genuine reason for not completing the course, their academic career will be a nought even after spending so many years in their respective courses," the petitioner said and urged the court to direct the university to permit him to complete the course.
