difficulty in getting the funds disbursed for some crucial social sector programmes concerning scholarships for scheduled caste and backward students, the sources said. The proposals for providing financial assistance and grant-in-aid to NGOs working in the area of disability are also stuck with the ministry. If the ministry is unable to spend the funds allocated to it then its budgetary allocation for 2013-14 fiscal will also be hampered as the unspent amount will be deducted from its final budget, they said.
