Chemicals and other materials used for manufacturing synthetic milk were recovered when a shop at Bahjoi Road was raided, said Rashid Khan, the sub-divisional magistrate of Sambhal.
Iqbal, the owner of the shop and his two other accomplices were arrested, the SDM said.
The district administration recovered urea, refined oil and other chemicals from the shop, Khan said.
