The woman, who arrived here yesterday from Khazakstan, had checked-in to the hotel with two of the accused, all of whom were known to her, the police said.
While the two men were arrested from the hotel, the third accused was arrested on a tip-off received though local intelligence, they said.
The incident came to light after the hotel staff heard the woman scream last night and on asking her, she had alleged that the two men had raped her.
She told the police she was on a business tour to India and had come here for work purposes earlier also and had hired a taxi driver, one of the three accused, to accompany her to the market and other places here.
She had met the other two accused through him, according to the police.
The police said the woman was initially staying at a different hotel in Karol Bagh and had later gone with two of the accused men to the hotel where the incident occurred.
