He alleged that Vasudhara Raje-led government was "ignoring" its workers, claiming even ministers have "no power".
Tiwari, who is known for his differences with Chief Minister Raje, alleged that "corruption is rampant in the government and no work was being done by the government".
He said that he would undertake the Abhiyan in all assembly constituencies in the state and will collect feedback from the public.
Addressing the workers of Deendayal Vahini, an organisation formed by him, he raised questions over sealing of gates of former Jaipur Royal family's hotel Raj Mahal Palace by Jaipur Development Authority and its subsequent opening.
The campaign will be launched on the occasion of Dushhera, he added.
