The incident took place last evening when a minor boy, who was driving the tractor-trolley lost control over wheels after which it overturned near Paatri village under Kalipeeth Police Station limits, Sub-Inspector Virendra Singh Dhakad said.
The victims were on their way to Khamkheda temple in Jhalawar district in Rajasthan.
The deceased persons were identified as Phool Singh Sondhiya (60) and Bagji Sondhiya (55), he added.
Among the injured, four are stated to be in a serious condition and have been referred to Bhopal, while others were admitted to district hospital for treatment, the officer said, adding that a case has been registered in this regard.
