The two bike-borne men, Mehmood Shah and Rohit Kumar, tried to evade a police checkpoint but were intercepted.
After checking, police seized three kg of poppy from their possession and arrested them.
Police said the duo were travelling from R S Pura to Jammu city and were planning to to sell the illegal consignment in the jurisdiction of Satwari police station.
