Gajapathinagaram police inspector B Chandrasekhar said that the incident took place around 5.45 am when the lorry driver lost control over and hit the culvert wall at BC Colony area on National Highway 26.
The deceased T Appanna (40) and N Asirayya (30), who were near the culvert died on the spot, since they were crushed under the vehicle's wheels.
The lorry driver was taken into custody and the bodies were sent for post mortem to Gajapathinagaram, the police said.
