Six labourers are feared trapped under the debris after a three-storey under-construction building collapsed in Mitralok Colony here.
SSP DK Dubey said the incident took place when digging work was going on adjacent to the building for constructing a nursing home.
While Dubey confirmed a tractor driver is trapped, eyewitnesses said "more than six" people are under the debris.
The SSP said police and the army have been called in and rescue operation is on.
He said an FIR would be registered against the nursing home owner, contractor and regional engineer of Meerut Development Authority.
