Sanawwar, a resident of Majhedi village under Deoband police station, was arrested under section 151 of the IPC on May 5 and has been sent to 14-day police remand, SP (Rural) Dharamveer Singh said.
He has been accused of attempting to create communal tension by spreading false rumours, police said.
As per the police, on May 4, mother of the accused scolded him over some issue following which he shaved his beard. Later in the day, he started spreading rumours and accused four men belonging to another community of forcibly shaving off his beard.
On Tuesday, District Magistrate Indraveer Singh Yadav and SSP Nitin Tiwari held a press conference and confirmed the incident.
Meanwhile, the village panchayat has decided that the accused would not be allowed to live there.
