Vigilance not a 'bad' word: CVC K V Chowdary

The word vigilance has over time transformed into a "bad word" and it is not about going after someone with full force to punish them, Central Vigilance Commissioner (CVC) K V Chowdary said today.
He said organisations need to build a system and Standard Operating Procedures (SOPs) to keep possibility of wrongdoings at bay.
"In spite of vigilance being some kind of a word which advises you to be vigilant, being careful about good or bad, it has over a period of time transformed into a bad word. You catch hold of somebody then try to punish him.
"What we are trying to do now (is) bring some kind of awareness in people about what is corruption and what is anti- corruption," Chowdary said.
He was speaking during the inauguration of an international HR summit organised by Standing Conference of Public Enterprises (SCOPE), an apex professional organisation representing the central government public enterprises.
In the drive for anti-corruption, it is not just that we go on with full force to enforce conduct rules in public and private sector, instead there is something more we need to build in organisational culture like ethical values, way of life, what is good and what is not good, he said.
"Building some system in an organisation is what we call preventive vigilance. You put a system in place, you have SOPs, so that people know as to what they are expected to do and in what processes they are expected to do," Chowdary suggested.
