The Haryana urban local bodies department has decided to set up a vigilance team to monitor the quality of development works being carried out by the municipalities of the state.
Urban Local Bodies Minister Kavita Jain said here today that officers posted in a municipality would not be able to monitor the development works being carried out by their own civic body. It would be done by officials from other municipalities to ensure effective monitoring and better results.
A three-member committee would be constituted under the chairmanship of senior joint commissioner or deputy corporation commissioner of all municipal corporations of the state.
They committee would monitor the quality of development works done by the corporations, municipal councils and municipalities of districts, except their own, the minister said.
Besides, a vigilance team would inspect the ongoing development works in the municipalities and, according to the code of the Public Works Department (PWD), samples would be taken and investigated in the laboratory, Jain said.
She said that the team would redress on the spot any complaint related to development work and would submit its report direct to the department.
In case any irregularities are found, the team would recommend appropriate action against the concerned officer, employee and contractor, she added.
The contractor concerned would pay for the expenses incurred on the samples taken for various development works, and, if samples are not found according to the rules, the amount would be deducted from the account of the contractor, Jain said.
She said the move would eradicate corruption in municipalities.
Earlier, e-Tendering procedure was strictly implemented in municipalities to end the culture of middlemen, she added.
