"We are issuing directions today," a bench of Chief Justice G Rohini and Justice Rajiv Sahai Endlaw said.
Meanwhile, Delhi Urban Shelter Improvement Board (DUSIB) informed the court that it has "the action plan" ready for providing shelters to the homeless coming winter.
Senior advocate Jayant Bhushan, appearing for an NGO, alleged that DUSIB has filed an "incomplete" affidavit as it did not deal with the issue of minimum space to be provided to each homeless person in shelter homes.
The court, which has fixed the matter for further hearing on November 12, then said that it will issue the directions to DUSIB and other concerned authorities.
Earlier, it had asked the city government to file a report along with additional documents on the status of night shelters in the national capital.
