SSP Vipin Tanda said a group of people started pelting stones on some persons from Bamheta village who were filling the land with loose soil.
During the clash someone opened fire which hit the youth, he said, adding that he was rushed to a nearby hospital where he died during the treatment.
The body has been sent for post mortem and heavy police force has been deployed to avert any untoward incident in the area.
