Bibek Debroy discovers that there are two rules for Oranges -- one for the domestic market and the other for exports

I have been struggling with two Agmark rules - the Citrus Fruits (Grading and Marking) Rules of 1949 and the Oranges (Export) (Grading and Marking Rules) of 1983. The former rule is for the domestic market, the latter for exports. And oranges are naturally a subset of citrus fruits.
