In my opinion, you have to close the EPCG authorisations taken for the capital goods installed in unit 'A' only, the DTA unit that is being converted into EOU

EOUs were de-licensed as bonded warehouses with effect from August 13, 2016

If the authorisation is issued under notification 21/2015-Cus dated April 1, 2015, you cannot get IGST exemption

Under the new procedure, EOUs are required to provide information in duplicate to the jurisdictional customs authorities regarding estimated quantity and value of goods to be imported
