No advisory panel for minority, private institutions

The government today ruled out setting up an advisory committee on lines of Railway Advisory Committee and Telecom Advisory Committes, at district level for regulation of minority and private education institutions.

Replying to questions in Rajya Sabha, Minister for Human Resource Development Kapil Sibal said schools are given recognition by the state governments and affiliation by the Central Board of Secondary Education and Council for the Indian School Certificate Examinations.

Adivisory committes may be framed under the respective state school acts, he said adding fee structure are controlled by the state governments.

State laws provide that "fee charged should be commensurate with the service rendered". "We (Centre) cannot interfere in working of private unaided and minority schools," he said.

Sibal said the affiliation bye-laws of the CBSE and CISCE have adequate provisions to regulate the functioning of the minority and private schools affiliated to them. "Hence, separate Advisory Committees at the district level are not found necessary," he said.
