Odisha to bear Rs 6,127-cr burden as Centre delinks CSS

Funds withdrawn for schemes targeting developing export infrastructure, setting up of 6,000 model schools, NMFP and tourist infrastructure in state

Odisha government is set to bear a financial burden of Rs 6,127.84 crore in this fiscal with the Centre withdrawing financial support in respect of eight schemes and restructuring 33 other wherein states will have to chip in higher share.

The eight centrally sponsored schemes de-linked from central support include National e-Governance Plan (NeGP), Backward Region Grants Funds (BRGF), modernisation of police forces, Rajiv Gandhi Panchayat Sashaktikaran Abhiyaan, Scheme for central assistance to the states for developing export infrastructure, scheme for setting up of 6,000 model schools, National Mission on Food Processing (NMFP) and tourist infrastructure.

Together, these schemes would pose Rs 1,854.05 crore to the state exchequer. In its supplementary budget, the state government has made a provision for Odisha Modernisation of Police Force (Rs 20 crore), and Odisha Mission on Food Processing (Rs 15 crore).

The budget has also proposed enhanced allocation of Rs 130 crore and Rs 425 crore for Biju KBK (Kalahandi-Bolangir-Koraput) and Gopabandhu Grameen Yojana respectively.

In respect of 33 restructured central schemes, the overall budget provision has been pegged at Rs 12,859.61 crore. Out of this, the likely central assistance is Rs 6,031.60 crore with the additional requirement of state share being Rs 4,273.79 crore.
