After attacking the Narendra Modi-led Bharatiya Janata Party government for dismantling the United Progressive Alliance's legacy of GoMs (Group of Ministers) and EGoMs (Empowered Group of Ministers) by indicating that it was reflective of an authoritarian streak, the Congress is now taking a jibe at Modi's "pathbreaking" meeting with 77 secretaries. In a first, the prime minister urged the secretaries to take decisions fearlessly. The Congress went on record to ask, "Modi is meeting secretaries without their ministers. After dismantling the Empowered Groups of Ministers, has he created Disempowered Ministers?"
