Environment Minister Prakash Javadekar expressed some puzzlement at the list of winners whom he was to felicitate at an award function organised by the ministry on World Environment Day on Thursday. Two of the four recipients were from Gujarat. When Javadekar took the podium, he took pains to clarify to the audience that the awards were not "Modi-fied". "Officials told me that these names were shortlisted much before the election results," he said.
