The ill-fated bus was on its way to Mandi from Sundernagar when it tried to overtake another bus and overturned, police said.
The injured were rushed to nearby Sundernagar town.
Most of the injured were teachers who were going to schools.
The police have registered a case against the driver, who was also among the injured.
