According to police, the building was old and was to be demolished but a part of it collapsed suddenly burying Joginder Singh (45) and Devraj alias Tota.
Tota, a mechanic, worked near the building and Singh had come there to get his motorcycle repaired when the incident occurred, police said.
While Joginder died on the spot, Tota was rushed to a hospital in Jalandhar where he succumbed to the injuries, they said.
Harjeet Singh, who was given the contract to demolish the building but had left the work midway, has been arrested, police said, adding he has been booked under relevant sections of IPC.
