The passenger MUV was travelling from Itanagar and was on its way to Seppa, the headquarters of East Kameng district.
The accident occurred at around 1.30 PM when the driver failed to negotiate a sharp bend at Sydel, about five km ahead of Nichiphu, due to poor visibility, the police said.
The site of the accident remains foggy throughout the year.
The injured were taken to hospital and some of the seriously injured were taken to Tezpur in neighbouring Assam, the police added.
The body of the driver is yet to be located.
