Joel Souza, who helmed an indie "Ghost Squad", is directing the project, said The Hollywood Reporter.
Souza is working off his own script.
The project tells of a young, idealistic rookie (Eastwood) who is partnered with a grizzled vet (Baldwin).
The younger cop is appalled at the older man's cynical take on the job, but before the end of the night he will find his own ideals tested and compromised.
Baldwin, 58, appeared in "Concussion" with Will Smith and is set to appear in Warren Beatty's untitled Howard Hughes movie.
