Can't clean Dwarka and talk of Swachh Bharat: HC

"We can't clean up Dwarka and we are talking of Swachh Bharat," Delhi High Court today remarked and warned civic bodies and DDA that it would pass "coercive orders" if its earlier directives were not complied with.
"We can't clean up Dwarka and we are talking of Swachh Bharat. If our order of December 3, 2014, is not complied with, we may be constrained to pass coercive orders," a bench of justices Badar Durrez Ahmed and Sanjeev Sachdeva said.
On December three last year, the court had ordered construction of 18 dhalaos (covered garbage dumps) in the sub -city.
Noting that as per pictures submitted by South Delhi Municipal Corporation (SDMC), Dwarka sub-city was still not completely clean as rubble and garbage could be seen lying around, the court listed the matter for further hearing on February 18 by when it directed that its earlier order be complied with.

SDMC, however, claimed that it has cleaned all the areas under its control and the dirty areas were those which fell under the jurisdiction of Delhi Development Authority (DDA) and the Public Works Department (PWD).
It also said it could not construct the 18 dhalaos as directed by the court on December 3, as the location of the sites was not demarcated clearly by DDA and the maps provided by the land owning agency were not specific as to where such dumps could be built.
The counsel for DDA, however, said that he had no knowledge about the averments being made by SDMC counsel, Ajay Arora.

The bench was hearing a PIL filed by law student and Dwarka resident, Ebbani Aggarwal, who has claimed that the sub-city is not clean despite the various directions of the court from time to time.
