Cong accuses Chief Minister of violating procedural rules

Opposition Congress in Puducherry today flayed Chief Minister N Rangasamy for "constantly going in for presentation and adoption of Vote on Account Bill only every year since last four years" without presenting full fledged budget for a financial year.
PCC president A V Subramanian said in a release here that the Chief Minister should have explained the reason for his inability to present a full fledged budget in the recent session of the Assembly.
The procedural practices and rules relating to conduct of the business of the House were not adhered to. The Assembly should be reconvened and a full fledged budget should be adopted, he said.
The House had at its brief session recently adopted Vote on Account (Appropriation) Bill setting apart Rs 1483.33 crores for the first three months (April, May and June) to the government to meet the expenditure in the fiscal 2015-2016.
There had been protest from the opposition AIADMK and the Congress that the Chief Minister was establishing a record of sorts by presenting every year "interim budgets" causing dislocation of developmental activities in Puducherry.
