Releasing a copy of the report at the AICC headquarters here, party leader and DPCC president Ajay Maken charged AAP, particularly Kejriwal, of engaging in corruption and nepotism.
"If Kejriwal has an iota of conscience, he should resign from his post immediately. He has no ethical right to stay on the post," Maken told reporters.
The three-member Shangulu committee, formed by the then Lt Governor Najeeb Jung, has pointed out "gross abuse of power" by the AAP government in its report.
Maken also sought to pick holes in Kejriwal's recent announcement of abolishing property tax.
He said it was the AAP government which in 2015 had allowed BJP-ruled MCDs to impose property tax on unauthorised colonies in the national capital.
"And now they are saying that the tax will be abolished if AAP is voted to power in MCDs. This is a government of lies," Maken said.
He said the report had not made public until now, despite the Congress demanding so, as the BJP allegedly wanted AAP to eat into Congress' votes in Goa and Punjab.
The Congress will observe a 'black day' tomorrow, seeking Kejriwal's resignation.
