The duo, Pedro Maria Tobar Garcia -- a Netherland national and Sunny Khanna -- a resident of Ghaziabad, were arrested on Monday from near Anand Vihar area of east Delhi on specific input, a senior police official said.
According to police, Garcia used to smuggle drugs from Netherland and it was then supplied for the rave parties to the Indian drug peddlers. He then smuggle 'Charas' from India to European countries.
Garcia came to Delhi from Jaipur on October 6 and contacted Khanna.
Garcia used to run artificial jewellery business in Holland, adding that he first came to India about 5-6 years ago in connection with his business.
