The executive engineer misbehaved with the victim Suresh Chandra Nagar in office based in Mathura's Kosi Kalan area on December 19, police said quoting the complaint filed by Nagar.
The complaint was lodged with the SSP Mathura.
"A future course of action will be taken tomorrow. All the junior engineers of the district have been told to assemble in front of office of Superintending Engineer Rural," District President of Junior Engineer Association, SK Jain said.
