Santosh Menezes from Bondel here and Dennis Menezes, in charge of the quarry, were arrested, police said today.
The explosion had occurred around noon on May 4, causing the death of two persons.
A case relating to the explosion has been registered. Police and explosives experts inspected the spot on Monday.
Initially the duo were arrested on the charge of illegal storage of explosive materials. The exact cause for the explosion is yet to be ascertained, police said.
