Special judge S K Jain also imposed a cash penalty of Rs 5,000 on the former district collector G S Narwani.
According to the SP (ACB) Deepak Kumar, in 1990 the then district collector of Sirohi G S Narwani had dealt a loss of Rs 41,33,061 to the municipality of Mount Abu by issuing a no-objection certificate for the transfer of a piece of land in favour of one Bhagwat Singh despite his transfer.
"Even the rules of land transfer were flouted in order to extend unreasonable advantage to the beneficiary and himself as well," Kumar said.
Narwani had got the file cleared by forcing the municipality officials to open the office despite holiday and without seeking comment by the executive engineer.
