Govt may impose anti-dumping duty on Chinese insulators

The government may impose anti- dumping duty of up to USD 2,042 per tonne on Chinese electrical insulators to protect domestic players from cheap imports.
In its preliminary findings, the Directorate General of Anti-dumping and Allied Duties (DGAD) has said the insulators have been exported to India from China below the normal value.
The application for the investigation was filed by Aditya Birla Nuvo Ltd, Bharat Heavy Electrical Ltd, Insulators and Electrical Company, Modern Insulators and WS Industries.
"The Authority (DGAD) provisionally concludes that the domestic industry has suffered injury as a result of dumping of the goods from China...The Authority is of the view that imposition of provisional duty is necessary to offset dumping and injury," said a notification from the Commerce Ministry.
The recommended anti-dumping ranges between USD 287 per tonne and USD 2,042 per tonne.
Anti-dumping duty is recommended by the Commerce Ministry, while the Finance Ministry imposes it.
Applications of electrical insulators are in bushings, disconnectors, circuit breakers, transformers, power transmission and distribution lines, including railways.
Unlike safeguard duties, which are levied in a uniform way, anti-dumping duties vary from product to product and from country to country.
Countries initiate anti-dumping probes to check if domestic industry has been hurt because of a surge in below- cost imports.
As a counter-measure, they impose duties under the multilateral WTO regime.
