Goyal, a 1984-batch IPS officer of Himachal Pradesh cadre, had been serving as the Inspector General in the Sashastra Seema Bal (SSB) till now.
The Union Home Ministry issued the orders today promoting and appointing him as an ADG in the same force.
The post of SSB ADG, which guards Indo-Nepal and Indo-Bhutan borders, has been lying vacant for close to three months after incumbent R C Tayal was posted out on promotion.
Goyal, who has served in various positions in his cadre earlier, has also served in central forces like BSF, NSG and SPG under central deputation.
