Gupta, who is Opposition Leader in Delhi Assembly, said, "It is clear violation of the Article 239 of the Constitution of India that puts a ceiling on the number of cabinet rank ministers in the capital be fixed at the maximum 10 per cent of the total strength of the Delhi Legislative Assembly."
He said that those who were elected on the plank of austerity are now "exploiting" the government finances to assuage their supporters.
"They are coming up with unconstitutional offices and accommodating their supporters on unsanctioned posts while dispensing public money as ostentatious salaries and perks.
