Surinder Singh had on Monday collapsed outside the SP's office and was rushed to a private hospital, where he died on Wednesday, police said.
Singh had earlier filed a complaint with police, alleging that four persons from Pipli grain market were blackmailing him.
He owed Rs 20,000 in lieu of which the accused had taken a blank cheque from him. They refused to hand him over the cheque even after he repaid the money, police said quoting the complaint.
When contacted, SP Simardeep Singh said the police are probing the case and the charges levelled by the deceased.
SHO (City) Ram Kumar said the police have already recorded the statements of the accused.
