Haryana to start Gram Sachivalaya in over 2,000 clusters

Haryana government today said it will start Gram Sachivalaya in all 2,294 clusters by March 2019.
"There is a plan to start a Gram Sachivalaya in all 2,294 clusters by March 31, 2019," Haryana Rural Development Minister O P Dhankar said here today.
A comprehensive scheme has been prepared for it and Gram Sachivalayas are being opened in phased manner by making 2,294 clusters after clubbing all gram panchayats, he said.
Dhankar said there are 126 development blocks in Haryana and as per roll-out plan sent to all Deputy Commissioners in July, two Gram Sachivalayas per block were to be set-up by September 30, another two by December 31, 2015 and two more by March 31, 2016.
He said that under the scheme, the Rajiv Gandhi Sewa Kendras set up in rural areas were being upgraded and basic IT facilities of secretariat level were being provided.
Out of 1,106 Rajiv Gandhi Sewa Kendras, 578 are complete and 528 are in progress, he said, according to an official release here.
He said that executive engineers of Panchayati Raj Department have been directed to ensure sending the estimates of upgradation work of these centres to the government at the earliest.
He said the Gram Panchayats having more than Rs one crore of their own sources income, may construct the Gram Sachivalayas at their own expenses.
The Minister said that at present, 213 locations have been finalized, of which 106 Gram Sachivalayas have buildings with water supply, electricity, furniture, almirah, signages and Gram Sachiv operates from there.
Notably, the Haryana government had earlier this year decided to set up 'Gram Sachivalayas' in the state to bring Gram Panchayat and village level functionaries of all departments under one roof.
The move was aimed for ensuring better functioning, coordination, efficiency, transparency, and accountability in the working of Gram Panchayat and other agencies engaged in the process of rural development.
