HPCC president Sukhvinder Singh Sukhu, during a meeting of the party's state executive, said that the applications should be submitted to respective District Congress Committees (DCCs) along with fee of Rs 25,000.
The DCCs would make their recommendations to the PCC which would forward the names of the candidates to AICC, he said.
Applications can also be sent directly to HPCC by December 20.
Sukhu said that panchayat level Congress Committees at district and block level will be constituted soon and training camps for office bearers will be organised in the near future at district and block level for which framework is being finalised.
The executive committee members also paid floral tribute to B R Ambedkar on his death anniversary and also observed one minute silence to mourn the death of Nelson Mandela.
