The commission observed that the death raised the serious issue of violation of right to health and demanded reports from the DM and Dr Pradeep Bharti, principal of Lala Lajpat Rai Medical College in Meerut within a month.
The baby was allegedly burnt to death due to an overheated incubator where he was kept. The newborn's father Vaseem, a resident of Muzaffarnagar, said his wife Ishrat delivered the baby on December 25, but was transferred to the medical college on December 27 since he was born premature.
On raising an alarm, the warmer was switched off, but by then the baby had sustained 70 per cent burns and died on Monday evening.
