Shankar, a 1990-batch IPS officer of the Madhya Pradesh cadre, has been appointed for three years, the Department of Personnel and Training (DoPT) said in its order.
Her tenure can be extended by two further years in the same organisation or up to three years via transfer to another central public sector enterprise, it said.
The appointment comes amidst demands from Indian Police Service (IPS) officers' association seeking greater role for its officers.
A delegation of the IPS central association, led by its Secretary PV Ramasashtry, had recently met Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh, and handed over a memorandum of demands relating to their professional grievances.
The intake of IPS officers as CVOs has significantly gone down over the last few years as the new condition imposed since 2009 makes it mandatory for applicants for such office to have been empanelled first in the rank of Joint Secretary. The IPS officers' memorandum had sought the removal of such bottlenecks.
There are 3,798 IPS officers serving across the country as against their sanctioned strength of 4,728.
