Jagan's visit to Bhogapuram area in Vizianagaram district to protest the proposed international airport there was aimed at instigating local people against the project, he said.
Talking to newspersons here, Rao said Jagan has "utterly" failed as an Opposition leader and his political strategy reflects his inefficiency and immaturity.
The role of an Opposition party is to play a vibrant and constructive role, but Jagan is an "inexperienced" leader and possesses "half knowledge" on issues of public interest.
TDP Government is considering the demands of the land losers. But, Jagan has been trying to provoke a section of people in Bhogapuram for his political mileage, he added.
